The Assam Public Service Commission (APSC) has integrated its recruitment process with DigiLocker, a digital document verification platform, to enhance the speed, security, and fraud-proofing of public recruitment in the state. Assam Chief Minister Himanta Biswa Sarma announced the initiative on Wednesday, July 1, 2026.

This integration marks a significant step towards modernising and securing the state’s hiring process, aiming to provide instant and secure verification of candidates’ documents. The move is expected to drastically reduce manual paperwork, minimise the risk of certificate fraud and impersonation, and accelerate the overall recruitment timeline for thousands of aspirants.

He highlighted that this integration would enable instant and secure verification of documents submitted by candidates, making the recruitment process faster and “100 per cent fraud-proof.”

Background

The Assam Public Service Commission has faced significant scrutiny and undergone substantial reforms in recent years, particularly in light of past “cash-for-job” scams. A major scandal, which came to light in 2016, involved large-scale corruption where jobs were allegedly sold for bribes during the tenure of former APSC chairman Rakesh Paul. The scam led to the arrest and conviction of Paul, two former APSC members, and 29 candidates in July 2024, in connection with the recruitment of agricultural development officers. A special court sentenced Paul to 14 years in prison and a fine of Rs 2 lakh, while other members received 10-year jail terms and candidates received four-year sentences.

The state government, under Chief Minister Himanta Biswa Sarma, has repeatedly asserted its commitment to transparency and fair recruitment processes to restore public faith. The integration means that candidates applying for APSC examinations will no longer be required to submit physical copies of their certificates and credentials during the verification stage. Instead, APSC officials will be able to securely access and authenticate documents directly from the candidates’ DigiLocker accounts.

Documents commonly supported by DigiLocker include Aadhaar cards, PAN cards, driving licenses, automobile registration certificates, birth certificates, and various educational certificates. The platform provides one GB of online storage for Aadhaar holders and legally recognises uploaded documents, treating them with the same legitimacy as original papers.
