Guwahati: The Assam Government has announced a significant recruitment drive for approximately 75,000 teacher and lecturer positions in 2026, alongside the launch of the Provincialisation Management System (PMS 1.0) portal to streamline the provincialisation process for educational institutions. Chief Minister Himanta Biswa Sarma confirmed the rollout of these job openings, emphasising a transparent and merit-based recruitment process.

This massive recruitment initiative is expected to substantially address the long-standing teacher shortage across the state’s schools and colleges, while also bringing clarity and efficiency to the provincialisation of venture educational institutions. The move aligns with the state’s broader commitment to enhancing educational access and quality.

What was announced

Chief Minister Himanta Biswa Sarma officially announced the upcoming recruitment of around 75,000 teachers and lecturers for 2026. The announcement was made in Guwahati on February 18, 2026, during the launch of the Provincialisation Management System (PMS 1.0) portal at Lok Sewa Bhawan.

The Chief Minister stated that this recruitment phase aims to address staffing gaps and ensure quality education across Assam. He assured that UGC-qualified candidates would receive fair consideration and that the recruitment process would be transparent and merit-based.

Simultaneously, the Department of Higher and School Education launched the PMS 1.0 portal. This digital platform is designed to streamline the provincialisation of venture educational institutions under the amended Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017 (2025 amendment).

Why it matters

The recruitment drive is crucial for Assam’s education sector, which has been grappling with a significant shortage of teaching staff. As of July 10, 2026, official data presented in the Assam Legislative Assembly revealed that 60,032 teaching posts were vacant across schools in the state. This included 18,801 vacancies in primary schools and 11,231 in secondary and higher secondary schools.

The initiative is expected to bridge the teacher-student ratio gap and improve learning outcomes, particularly in government-run institutions. The emphasis on a transparent and merit-based process aims to instill confidence among aspiring educators and ensure that qualified individuals are appointed.

The PMS 1.0 portal is a significant step towards digitising governance in education. It is intended to simplify the provincialisation application process, provide clarity for applicants, and resolve long-pending issues related to venture educational institutions. Education Minister Ranoj Pegu described PMS 1.0 as a major digital reform aimed at ensuring transparency, equity, and efficiency in the provincialisation process for both teaching and non-teaching staff.

Background

Assam has a history of significant teacher recruitment and provincialisation efforts. In recent years, nearly 60,000 teachers have been appointed through various recruitment drives. Chief Minister Sarma noted that during his tenure as Education Minister in 2011, 21,957 primary, 14,036 middle, and 3,180 high school teachers were provincialised. Under the 2017 Act, another 9,895 primary teachers were provincialised.

Despite these efforts, the state continues to face challenges. Beyond teacher shortages, official data also showed that 32,321 schools in Assam have fewer than 30 students, indicating declining enrolment in several areas. Additionally, 7,948 schools are reportedly functioning without the prescribed student-teacher ratio.

The issue of provincialisation has been a long-standing concern for venture educational institutions. The Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, and its 2025 amendment, provide the legal framework for this process. The government previously initiated a special recruitment drive in October 2025 to regularise 10,673 contractual and state pool teachers under the Directorate of Elementary Education.

In January 2026, the Department of School Education also announced a Special Assam Teacher Eligibility Test (TET) for Bodo, Garo, Manipuri, and Hmar medium schools to address the shortage of Language-1 teachers.

Key details

The recruitment drive aims to fill approximately 75,000 teacher and lecturer vacancies across various educational institutions in Assam during 2026.

The Provincialisation Management System (PMS 1.0) portal, launched on February 18, 2026, will facilitate the online application process for institutions seeking provincialisation. Eligibility for provincialisation is strictly limited to schools and colleges established before 2006. Institutions must upload valid documentary proof, including university permission documents, recognition certificates, examination records, and official correspondence with authorities. The government has stated that this will be the final opportunity for eligible institutions to complete the provincialisation process.

Chief Minister Sarma also mentioned the ‘Guru Dakshina’ scheme, introduced in the state budget, which provides one-time financial assistance to teachers who previously missed provincialisation due to documentation gaps or eligibility issues. Beneficiaries under this scheme will also receive preference marks in future recruitment processes.

The recruitment process for teachers in lower primary (LP) and upper primary (UP) government schools generally does not involve a recruitment examination. Instead, selection is based on merit, with weightage given to marks in higher secondary (Class 12), graduation degree, diploma in elementary education, and the Teacher Eligibility Test (TET). For secondary and higher secondary classrooms, the Directorate of Secondary Education (DSE) conducts a TET-cum-Recruitment (TCR) process, combining a written test with academic weightage.

What’s next

Aspirants for teacher and lecturer positions are advised to monitor official notifications from the Department of Higher and School Education for specific application details and deadlines. The recruitment process for 2026 is ongoing, with further announcements expected regarding the opening of application windows for the 75,000 vacancies.

For institutions seeking provincialisation, the PMS 1.0 portal is active, and they are encouraged to submit their applications with all necessary documentation. The rigorous verification process for these applications will proceed as per the guidelines of the amended Assam Education Act.
