Guwahati: The Assam government has set an ambitious target to create two lakh employment opportunities across various public sector entities in the state over the next five years, an announcement made by Finance Minister Jayanta Malla Baruah during the presentation of the state Budget for the 2026-27 fiscal on Friday, July 10, 2026.

This significant initiative, termed “Nijuktir Natun Diganta” or “Mission 2 Lakh Govt Jobs,” aims to build upon the government’s previous recruitment drives, which saw over 1.64 lakh appointments in the last five years. The move is expected to address the persistent challenge of unemployment in Assam and provide substantial opportunities for the state’s youth.

What was announced

Assam Finance Minister Jayanta Malla Baruah formally announced the target of creating two lakh employment opportunities while presenting the state Budget for the 2026-27 financial year in the Assam Legislative Assembly on July 10, 2026. The minister stated that these opportunities would be generated across the broad public sector ecosystem of the state.

Mr. Baruah highlighted the government’s track record, noting that over 1.64 lakh appointments had been made in various departments during the preceding five years. He emphasised that the new target represents the “next phase of employment generation” for Assam.

The Finance Minister further elaborated that the new recruitments would encompass government departments, universities, medical colleges, statutory bodies, societies, Sixth Schedule councils, and companies with substantial state government shareholding. He also mentioned that the government would examine the creation of new posts in critical sectors such as the police force, educational institutes, healthcare institutions, and the forest department.

Why it matters

The announcement of two lakh new jobs holds significant implications for Assam, a state where unemployment has been a long-standing concern. With registered educated job-seekers reaching 21.16 lakh in 2024, according to the Economic Survey of Assam 2025-26, the creation of a substantial number of public sector jobs could offer a crucial lifeline to many unemployed youths.

The initiative is designed not only to fill existing vacancies but also to create new positions, thereby expanding the scope of government employment. Furthermore, the Finance Minister indicated that this drive would facilitate timely promotions for existing employees, which in turn would create more entry-level vacancies.

The broad scope of recruitment, covering various sectors from general administration to specialised fields like healthcare and education, suggests a comprehensive approach to strengthening the state’s public service delivery and administrative capacity. This commitment aligns with the government’s electoral promises outlined in its ‘Sankalp Patra’ (manifesto), aiming to provide employment opportunities for the younger generation during its tenure.

Background

The Assam government, led by Chief Minister Himanta Biswa Sarma, has consistently prioritised job creation since coming to power in 2021. A key promise in its 2021 election manifesto was to provide one lakh government jobs. By September 2024, the government announced that it had fulfilled this pledge, providing over 1.24 lakh jobs, and by the time of the 2026-27 budget, this figure had reportedly crossed 1.64 lakh appointments.

Despite these efforts, unemployment has remained a critical issue. Data from the Centre for Monitoring Indian Economy (CMIE) in June 2022 indicated Assam’s unemployment rate stood at 17.2 per cent, making it the third-highest among Indian states at that time. More recently, the Economic Survey of Assam 2025-26, released in February 2026, reported the state’s overall unemployment rate (for those aged 15 and above) at 3.9 per cent for 2023-24, an increase from 1.7 per cent in 2022-23, and above the national average of 3.2 per cent. Urban areas, in particular, faced higher unemployment at 7.4 per cent.

The state has also seen a significant number of individuals seeking employment through official channels, with registered educated job-seekers reaching 21.16 lakh in 2024, according to the Economic Survey. This backdrop underscores the urgency and importance of the government’s renewed focus on large-scale employment generation.

In May 2026, prior to the budget presentation, the Assam government had already launched “Mission 2 Lakh Govt Jobs,” with Chief Minister Himanta Biswa Sarma stating that his team was working to identify vacancies and create a roadmap. A task force under the Chief Secretary was constituted to prepare a comprehensive report to fulfil this electoral promise.

Key details

The “Nijuktir Natun Diganta” initiative targets the creation of two lakh (200,000) employment opportunities over the next five years. These jobs will be distributed across a wide array of public sector entities.

To streamline the process, a dedicated task force has already been established under the chairmanship of the Chief Secretary. This task force is responsible for developing a comprehensive roadmap for recruitment and identifying areas where new posts can be created. The Chief Secretary, Ravi Kota, chaired a detailed review meeting on the operationalisation of this task force on May 27, 2026, directing departments to provide actionable inputs for the five-year roadmap.

The recruitment drive is expected to cover various government departments, including those in the police force, educational institutions, healthcare facilities, and the forest department. Additionally, opportunities will extend to universities, medical colleges, statutory bodies, societies, Sixth Schedule councils, and companies where the state government holds a substantial shareholding.

Reactions

The announcement of two lakh jobs in the 2026-27 Assam Budget has elicited mixed reactions from political stakeholders. While the ruling Bharatiya Janata Party (BJP) has defended the budget as a visionary roadmap, the opposition Congress party has been critical.

Leader of the Opposition in the Assam Assembly, Wazed Ali Choudhury, criticised the budget, stating,

“We didn’t see anything new in the budget placed by the Finance Minister in the Assembly today. It is, in fact, a deficit budget. The government has tabled the budget in the Assembly because it has to be done.”

Former Assam Pradesh Congress Committee (APCC) president and ex-minister Ripun Bora termed the 117-page budget “nothing but an essay” with little substance for Assam’s development. He questioned the government’s announcement of two lakh additional jobs, referring to the Chief Minister’s 2021 promise of one lakh jobs annually, which he claimed remained unfulfilled. Bora also alleged that the budget relied heavily on Central funds and failed to address critical issues such as unemployment, price rise, and floods.

Deputy Leader of the Congress Legislature Party, Dr. Joy Prakash Das, echoed these sentiments, stating that the budget offered “nothing new” and failed to address rising prices and unemployment, despite highlighting growth in per capita income. He also pointed to the absence of clarity on schemes for girl students, minimum wages for tea garden workers, and adequate focus on tourism destinations.

Conversely, BJP leaders have lauded the budget, with some, like Pallab Lochan Das and Bhavesh Kalita, hailing its focus on infrastructure, employment, and social welfare as a definitive step toward fulfilling election promises.

What’s next

Following the budget announcement, the dedicated task force, already constituted under the Chief Secretary, is expected to continue its work in preparing a comprehensive roadmap for the creation of two lakh employment opportunities. Departments across the state have been directed to conduct internal assessments and provide actionable inputs to facilitate the preparation of this five-year plan.

The roadmap is anticipated to detail the distribution of these jobs across various public sector entities, including specific government departments, universities, medical colleges, statutory bodies, societies, and state-owned companies. Aspirants for government jobs in Assam are advised to monitor official government notifications and departmental announcements for specific recruitment drives that will emerge from this overarching employment generation target.
