Assam Budget 2026-27: Youth Skill Push in AI, VFX, Foreign Languages

The Assam government, in its Budget 2026-27 presented on October 5, 2026, unveiled a significant push for youth skill development, with a specific focus on training in artificial intelligence (AI), visual effects (VFX), and foreign languages such as English, Japanese, and Korean. Finance Minister Jayanta Malla Baruah highlighted these initiatives as central to enhancing youth employability and preparing the state’s workforce for emerging global opportunities.

The move aims to equip Assam’s youth with future-ready skills, addressing the evolving demands of both domestic and international job markets. This strategic emphasis is part of the government’s broader agenda to foster economic growth and reduce unemployment by aligning educational outcomes with industry requirements.

What was announced

During the presentation of the 2026-27 state Budget in the Assam Assembly on Friday, October 5, 2026, Finance Minister Jayanta Malla Baruah announced plans to enhance youth employability through targeted skill development programmes. The budget specifically mentioned training in artificial intelligence, visual effects, and foreign languages, including English, Japanese, and Korean.

These initiatives fall under the “Juboprojonmor Pragoti, Asomor Unnati” scheme, one of the 18 flagship programmes outlined in the “Ashtadash Mukutar Unnoyonee Mala” package, which aims to build a “Surakshita, Samriddha, Bikashita Asom” (Safe, Prosperous, Developed Assam). The government also announced the introduction of an Animation, Visual Effects, Gaming, Comics, and Extended Reality (AVGC-XR) Talent Development Policy to bolster skills in the creative digital economy.

Why it matters

This focus on advanced digital skills and foreign languages is critical for Assam’s youth, given the rapid transformation of the global job market. Artificial intelligence is projected to create millions of new jobs, though it also poses risks of job displacement for those without relevant skills.

The visual effects (VFX) industry in India is experiencing rapid growth, driven by the expansion of OTT platforms, high-budget films, gaming, and advertising, creating significant demand for skilled professionals. Similarly, proficiency in foreign languages like Japanese and Korean is highly sought after by multinational companies in sectors such as IT, automotive, manufacturing, and customer support, facilitating international business and overseas employment opportunities.

Assam faces a significant challenge with educated unemployment, with nearly 10 lakh educated youths registered in employment exchanges in 2022, a seven-fold increase from the previous year. The state’s unemployment rate among youth aged 15 and above stood at 1.7 percent in 2022-23, with urban areas reporting a higher rate of 6.1 percent. By June 30, 2026, the number of registered unemployed persons in Assam was 1,543,350. These new skill development programmes aim to bridge the skill gap and make the youth more competitive.

Background

The Assam government has consistently emphasised skill development as a key pillar of its employment generation strategy. Chief Minister Himanta Biswa Sarma has repeatedly stressed the need for skill development to meet industry requirements and make youth self-reliant.

In July 2025, the state cabinet approved the launch of the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) scheme. This initiative, inaugurated by Chief Minister Sarma in October 2025, initially focused on providing Japanese language training to enhance prospects for overseas employment, particularly in Japan. Under CM-FLIGHT, the government offers a Rs 1.5 lakh subsidy to successful applicants for Japanese language training, with opportunities for placements under Japan’s Specified Skilled Worker (SSW) visa program.

Furthermore, the Assam government has been actively integrating AI into its education system. In September 2026, Samagra Shiksha, Assam, signed six Memoranda of Understanding (MoUs) with organisations including Google AI and IIT Madras-Bodhan AI to train approximately one lakh teachers in AI proficiency by May 2027. This broader push for digital transformation and AI readiness underpins the current budget’s focus on advanced skill training for youth.

Key details

The budget’s skill development initiatives will encompass training in cutting-edge technologies like artificial intelligence and visual effects. For foreign languages, the programmes will include English, Japanese, and Korean. The inclusion of Japanese and Korean builds upon existing efforts under the CM-FLIGHT scheme, which already targets Japanese language proficiency for global employment.

The AVGC-XR Talent Development Policy is designed to specifically foster skills within the creative digital economy, catering to the growing demand for professionals in animation, visual effects, gaming, comics, and extended reality. These efforts are part of the government’s ambitious target to create two lakh additional employment opportunities over the next five years across various sectors.

What’s next

The announcements made in the Assam Budget 2026-27 signal a clear roadmap for skill development and employment generation over the coming years. The government is expected to roll out detailed implementation plans for these training programmes, building on existing infrastructure like the North East Skill Centre in Guwahati, which already conducts Japanese language training under CM-FLIGHT.

These initiatives are part of a five-year policy roadmap aimed at transforming Assam into a hub for skilled manpower and a modern industrial economy. The focus on AI, VFX, and foreign languages is anticipated to open new avenues for the state’s youth in high-demand sectors, both within India and internationally.
