The Assam Cabinet has decided to provide employment to one lakh educated unemployed youths across the state for posts deemed essential to improve public service delivery. The significant move, aimed at addressing the persistent challenge of unemployment, was announced following a recent cabinet meeting.

A committee, to be led by the state’s Finance Minister, will now work out the specific modalities for this large-scale recruitment drive. This initiative forms a crucial part of the state government’s broader commitment to generate employment opportunities and enhance governance by filling critical vacancies in various departments.

What was announced

The Assam Cabinet recently approved a proposal to create one lakh government employment opportunities for educated unemployed youths in the state. This decision targets essential positions aimed at bolstering the efficiency and reach of public service delivery across Assam, according to officials familiar with the cabinet proceedings. The precise departments and categories of posts will be determined by a dedicated committee.

The cabinet also mandated the formation of a committee under the leadership of the Finance Minister, Jayanta Malla Baruah, to meticulously devise the framework and procedures for this extensive recruitment drive. This committee is tasked with ensuring a transparent and merit-based selection process, officials said.

Why it matters

This decision holds significant implications for Assam, a state grappling with a substantial number of unemployed individuals. As of June 30, 2026, Assam had 1,543,350 registered unemployed persons, according to data presented in the Assam Legislative Assembly. The state’s overall unemployment rate for those aged 15 and above stood at 3.9 percent in 2023-24, surpassing the national average of 3.2 percent.

The urban areas of Assam have particularly felt the strain, recording an unemployment rate of 7.4 percent, with urban women being the most affected at 11.8 percent. Furthermore, the number of registered educated job-seekers in Assam reached 21.16 lakh in 2024, highlighting a widening gap between educational attainment and available job opportunities. The government’s push to fill one lakh vacancies is expected to provide much-needed relief to a segment of this demographic, while simultaneously strengthening the administrative machinery responsible for public services.

Background

The current announcement comes within the context of the Himanta Biswa Sarma-led government’s consistent focus on employment generation. Ahead of the 2021 Assam Assembly elections, the Bharatiya Janata Party (BJP) had pledged to provide one lakh government jobs. The government not only fulfilled this promise but exceeded it, providing over 1.64 lakh jobs through the Assam Direct Recruitment Examination (ADRE) and various departmental recruitments by the time of the 2026 elections.

Following its re-election in April 2026, the Assam government launched “Mission 2 Lakh Govt Jobs” in May 2026, aiming to create two lakh government jobs over the next five years across various departments, autonomous bodies, and other public sector entities. A task force under the Chief Secretary, Ravi Kota, was constituted in May 2026 to prepare a comprehensive roadmap for this larger mission within three months.

During the presentation of the state Budget for the 2026-27 fiscal in July 2026, Finance Minister Jayanta Malla Baruah reiterated the government’s target of providing two lakh employment opportunities over the next five years. The Minister emphasized the government’s determination to create jobs for the younger generation as per the promises outlined in the ‘Sankalp Patra’ (BJP manifesto).

Chief Minister Himanta Biswa Sarma has consistently stressed the importance of transparent and merit-based recruitment processes, contrasting them with what he described as opaque systems of the past. The government has also been promoting skill development initiatives to prepare youths for emerging sectors like semiconductors, Artificial Intelligence (AI), green energy, and advanced manufacturing, in addition to direct government recruitment.

Key details

The Assam Cabinet’s decision specifically targets the provision of one lakh employment opportunities for educated unemployed youths. These positions are intended to enhance public service delivery across various state departments. The modalities for this extensive recruitment drive will be formulated by a committee headed by the state’s Finance Minister, Jayanta Malla Baruah.

While the precise timeline for the application process and departmental allocations are yet to be announced, the formation of the committee indicates that these details will be worked out expeditiously. In a related policy move aimed at promoting social equity, the state government had previously announced in February 2024 that it would provide a five percent weightage in total marks to job applicants from families without any member in government service for Grade III and Grade IV posts.

Reactions

Previous large-scale employment announcements by the Assam government have drawn scrutiny from opposition parties. In May 2023, Communist Party of India (Marxist) MLA Manoranjan Taluqdar criticised the government’s earlier promise of one lakh jobs within a year, calling it a “sham.” He questioned the impact of providing one lakh jobs against a backdrop of 22 lakh registered unemployed youths in the state at that time.

“Chief Minister Himanta Biswa Sarma had promised one lakh government jobs whereas there are 22 lakh registered unemployed youths in the state,” Manoranjan Taluqdar, the sole CPI(M) MLA in the Assam Assembly, said.

Taluqdar also highlighted that many candidates had qualified for more than one post in previous drives, suggesting the actual number of beneficiaries was lower than stated.

What’s next

The immediate next step involves the committee under the Finance Minister finalising the modalities for the one lakh employment drive. This will include identifying the specific departments, categories of posts, eligibility criteria, application procedures, and the overall timeline for recruitment. Further announcements regarding these details are expected to be made public once the committee completes its work. Aspirants are advised to monitor official government channels for updates on the application process and related notifications.
