The Assam Cabinet has approved a two per cent increase in Dearness Allowance (DA) for state government employees and pensioners, raising the rate to 60 per cent, effective from January 1, 2026. Concurrently, the Cabinet introduced new career advancement and promotion benefits for Grade-IV employees in government schools, alongside announcing that benefits under several key government schemes would become available to the public starting August 1, 2026. These decisions, taken in a recent Cabinet meeting chaired by Chief Minister Himanta Biswa Sarma, are set to benefit over eight lakh state government employees and pensioners by enhancing their purchasing power and providing structured career progression for a significant segment of the education workforce. The resumption and rollout of flagship welfare schemes aim to provide crucial financial and educational support to lakhs of citizens across the state.

What was announced

The Assam Cabinet officially approved a two per cent hike in Dearness Allowance (DA) and Dearness Relief (DR) for state government employees and pensioners on June 5, 2026. This increase elevates the DA rate from 58 per cent to 60 per cent of the basic pay, with retrospective effect from January 1, 2026, according to official statements. In a significant move for the education sector, the Cabinet also cleared a policy enabling Grade-IV employees working in government schools to secure promotions to Grade-III posts. Chief Minister Himanta Biswa Sarma announced that while provisions for such promotions existed, the government had not previously established a comprehensive framework. The newly approved rules now formalise the detailed procedures and eligibility criteria for this career progression. Furthermore, the Cabinet confirmed the phased resumption and rollout of several flagship government welfare schemes from August 2026. This includes the restart of subsidised masoor dal and sugar distribution from August 1, 2026, and the monthly financial assistance under the Orunodoi scheme from August 3, 2026. Application forms for student welfare initiatives, namely Nijut Moina and Nijut Babu, began distribution from August 6, 2026.

Why it matters

The two per cent DA hike is a crucial cost-of-living adjustment designed to shield employees’ and pensioners’ purchasing power against inflation. This revision directly impacts the take-home income and post-retirement financial security of over eight lakh beneficiaries, including serving employees, pensioners, family pensioners, extraordinary pensioners, and compassionate family pensioners across Assam. The introduction of a structured promotion pathway for Grade-IV employees to Grade-III posts in government schools is expected to significantly boost morale and address long-pending demands for career advancement among non-teaching staff. This policy provides a clear avenue for growth, recognising the contributions of these employees and potentially filling Grade-III vacancies through internal promotions. The amendment specifies that five per cent of Junior Assistant posts in each district will now be filled through promotion based on seniority-cum-merit, provided employees have completed at least five years of continuous service and possess the required educational qualifications. The resumption of welfare schemes underscores the state government’s commitment to social protection and inclusive development. The Orunodoi scheme, a flagship direct benefit transfer (DBT) initiative, provides monthly financial assistance of ₹1,250 to over 37 lakh women beneficiaries, strengthening their financial security. The student welfare schemes, Nijut Moina and Nijut Babu, aim to support approximately seven lakh students in the 2026-27 academic year by providing financial assistance for higher education, thereby encouraging enrolment and reducing dropout rates.

Background

The Assam government periodically revises Dearness Allowance and Dearness Relief rates, generally aligning with the Central Government’s updates to mitigate the impact of rising prices. Prior to the latest increase, the DA rate in Assam saw several adjustments. It was raised to 50 per cent from January 1, 2024, then to 53 per cent from July 1, 2024. Further increases saw the rate reach 55 per cent from January 1, 2025, and 58 per cent from July 1, 2025. These revisions typically occur twice a year, corresponding to January and July cycles. Regarding Grade-IV promotions, Chief Minister Sarma had indicated that while the Education Department previously had provisions for such advancements, the detailed rules and procedures for operationalising these promotions had not been formally framed. The recent Cabinet decision addresses this gap by establishing a clear framework. Grade-IV employees, who typically include non-teaching staff like peons and night guards, receive a structured salary with Dearness Allowance, House Rent Allowance, and other benefits. Opportunities for promotion to Grade-III clerical posts are available for those who enhance their educational qualifications. The welfare schemes being resumed are part of the state government’s broader efforts to deliver social assistance. Orunodoi, launched as a flagship scheme, has undergone periodic expansion to cover more beneficiaries. The Nijut Moina scheme, a girl-centric financial assistance program, has been successful, leading to the introduction of the Nijut Babu scheme to extend similar educational support to male students.

Key details

The two per cent increase in Dearness Allowance and Dearness Relief raises the rate for state government employees and pensioners from 58 per cent to 60 per cent of their basic pay. This revised rate is effective from January 1, 2026. For Grade-IV employees in provincialised secondary schools, the amended Assam Secondary Education (Provincialised Schools) Service Rules, 2018, now reserve five per cent of Junior Assistant posts for promotion. Eligible employees must be regular Grade-IV staff with at least five years of continuous service and possess the prescribed educational qualifications for a Junior Assistant post. A District Promotion Committee will verify records and prepare a select list. The benefits under various government schemes will be rolled out as follows:
  • Distribution of subsidised masoor dal and sugar will restart from August 1, 2026.
  • Monthly financial assistance under the Orunodoi scheme will resume from August 3, 2026, providing ₹1,250 to eligible women beneficiaries.
  • Application forms for the student welfare initiatives — Nijut Moina, Nijut Babu, and Shikhyarthee Sahayak Prayas (SSP) — began physical distribution on August 6, 2026, for colleges and SCERT institutions, and on August 7, 2026, for secondary and technical schools. The online scholarship portal is scheduled to open on August 14, 2026.
  • The Nijut Moina scheme offers monthly financial assistance ranging from ₹800 to ₹2,500 for female students across various educational levels.
  • The new Nijut Babu scheme provides ₹1,000 per month for undergraduate and ₹2,000 for postgraduate male students from families with an annual income below ₹4 lakh.
  • Shikhyarthee Sahayak Prayas (SSP) offers one-time financial assistance of ₹1,000 for Higher Secondary, ₹3,000 for undergraduate, and ₹5,000 for postgraduate students for study materials.
  • The Jiban Prerana Asoni scheme is scheduled to restart from September 2026.

Reactions

While the DA hike has been welcomed, the All Assam Government NPS Employees’ Association (AAGNPSEA) has called for the immediate release of pending Dearness Allowance arrears. The association asserted that DA is a legitimate component of employees’ salaries intended to offset inflation, not a concession. AAGNPSEA President Achyutananda Hazarika and General Secretary Apurba Sarma thanked legislators for raising the issues of pending DA and the Old Pension Scheme (OPS) during the ongoing Assembly session.

“The association asserted that DA is not a concession or financial favour from the government but a legitimate component of employees’ salaries, intended to offset inflation and rising cost of living,” the AAGNPSEA said in a statement.

What’s next

The enhanced Dearness Allowance and Dearness Relief rates, effective from January 1, 2026, will be reflected in employee salaries and pensioner disbursements. Arrears for the period between January and May 2026 are expected to be credited as per government directives. The implementation of the career advancement policy for Grade-IV school employees will proceed with the establishment of detailed eligibility criteria and promotion procedures by the School Education Department. District Promotion Committees will begin assessing vacancies and preparing select lists in the coming months. For the welfare schemes, the phased rollout from August 1, 2026, marks a significant milestone. Following the distribution of application forms for student schemes, institutional verification is planned between August 17 and September 10, 2026. Beneficiaries of Orunodoi and subsidised essential commodities can expect to receive their benefits as per the announced schedule. The Jiban Prerana Asoni is slated to restart in September 2026.
