The Assam government is intensifying its efforts to prepare the state’s youth for global employment opportunities, particularly in Japan, through the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT) scheme. Chief Minister Himanta Biswa Sarma recently reviewed the progress of these international employment programmes, underscoring the government’s commitment to equipping young people with foreign language skills and vocational training.

The initiative aims to address the persistent challenge of youth unemployment in Assam by connecting skilled workers with international labour markets, especially in countries facing demographic shifts and labour shortages. The government envisions a “double benefit” programme, creating global job opportunities for Assamese youth while simultaneously boosting the state’s economy through foreign remittances.

Chief Minister Himanta Biswa Sarma announced the state government’s focus on preparing Assam’s youth for global employment opportunities through Japanese language training under the CM-FLIGHT scheme and comprehensive skill development programmes. The Chief Minister, during a visit to the North East Skill Centre in Garchuk on July 7, 2026, reviewed the implementation of international placement programmes being carried out under the Assam Skill Development Mission. He stated that the CM-FLIGHT initiative is designed to equip youth with foreign language skills to help them tap into the global job market.

The CM-FLIGHT scheme, officially known as the Chief Minister’s Foreign Language Initiative for Global Human Talent, was approved by the state cabinet on July 23, 2025, and formally launched by Chief Minister Sarma on October 12, 2025. During the launch, the Chief Minister announced an ambitious target to send at least 50,000 youths from Assam to Japan for employment under the scheme over the next five years. Discussions are also underway to expand international employment opportunities to South Korea and Germany under similar arrangements, according to Chief Minister Sarma.

After India’s independence, the state initiated vocational training programmes in various fields to meet the demand for skilled workers during industrialisation. The Assam Skill Development Mission (ASDM) was established in January 2017 under the Skill, Employment and Entrepreneurship Department (SEED) to build the capacity of unemployed youth and deliver quality skill training.

In recent years, the Assam government has intensified its focus on skill development and youth empowerment. On World Youth Skills Day, July 15, 2026, Chief Minister Sarma highlighted the state’s efforts to strengthen its skill development ecosystem through skill education in over 1,700 schools, industry-linked training programmes, and institutions like Assam Skill University. The CM-FLIGHT scheme focuses on providing structured foreign language training, primarily Japanese, including preparation up to the Japanese Language Proficiency Test (JLPT) N2 level. The training also incorporates vocational upskilling, cultural orientation, and ethical placement support, making candidates eligible for Japan’s Specified Skilled Worker (SSW) visa programme.

The financial structure of the scheme is designed to make it accessible to Assamese youth. The total expenditure for the language training course is estimated at one lakh eighty thousand rupees. Under the scheme, the Assam government provides a subsidy of one lakh rupees per trainee, while the Japanese government contributes fifty thousand rupees. This reduces the applicant’s financial burden to approximately thirty thousand rupees. The state government also provides an additional fifty thousand rupees for post-placement relocation assistance to help candidates settle after securing employment overseas.

A pilot project is being implemented through collaborating agencies: ASEAN ONE Co. Ltd., Jaceex Ventures LLP, and Meiko Career Partners Co. Ltd. These agencies are responsible for imparting Japanese language training and facilitating the employment of Assamese youth in Japan. Training is currently being conducted at the North East Skill Centre in Guwahati, with plans for a permanent institute at ATDC, Amingaon.

Eligibility criteria for the scheme generally include being a permanent resident of Assam, aged between 18 and 45 years (with some variations for specific cities), possessing a minimum educational qualification of Class 10 or 12 pass, and having a good knowledge of English. Candidates must also be physically fit and willing to undergo intensive Japanese language training.
