The General Administration Department (GAD) of the Government of Assam has announced the annual increments for various categories of its secretariat staff, including Drivers, Stenographers Grade I, II, III, and Special Officers (Stenography), effective July 1, 2026. These rules stipulate that all eligible employees are entitled to an annual increment on July 1 of each year, provided they have completed at least three months of continuous qualifying service in their respective pay levels by that date.

In a significant development earlier this year, the Government of Assam constituted the Eighth State Pay Commission in January 2026, making it the first state in India to do so ahead of the scheduled expiry of the Seventh Pay Commission on January 1, 2026. Former Chief Secretary Subhas Das was appointed as the Chairman of this newly formed commission.

The Eighth Pay Commission has a broad mandate to review and recommend changes to the salaries, allowances, and pension structures for approximately seven lakh serving and retired state government employees. It is tasked with adopting a reform-oriented approach, explicitly linking future pay revisions with digital transformation, manpower optimization, performance metrics, and strict fiscal sustainability. The commission is expected to submit its comprehensive report within 18 months from its constitution.

While the Eighth Pay Commission’s recommendations are anticipated to bring a more comprehensive pay revision, the current annual increments for secretariat staff operate under the existing provisions of the 2017 rules. The state government, under Chief Minister Himanta Biswa Sarma, has consistently emphasised employee welfare alongside administrative accountability. In March 2024, Chief Minister Sarma announced measures to fine government employees for delaying public applications, underscoring a focus on efficiency.

The Assam Budget 2026-27, presented by Finance Minister Jayanta Malla Baruah, was described as “revenue neutral” by Chief Minister Sarma, balancing revenue receipts with expenditure. The budget highlights that salaries, pensions, and interest payments collectively account for about 63 percent of all revenue expenditure, indicating the substantial financial commitment to the state’s workforce.

The annual increments for Drivers, Stenographers Grade I, II, III, and Special Officers (Stenography) within the Assam Secretariat became effective from July 1, 2026. These increments are applied as a three percent increase on the existing basic pay of the eligible employees.
