Guwahati: The Assam Skill University (ASU), in collaboration with The Japan Foundation (JF) and the Indo-Japan Business Council (IJBC), on Wednesday launched the Japanese Language Teacher Development Programme – Northeast India, an initiative aimed at strengthening Japanese language education and fostering employment opportunities across the region. The programme was formally inaugurated at the university’s City Campus in Birubari, Guwahati, marking a significant step in enhancing India-Japan cooperation.

This strategic partnership seeks to address the growing demand for qualified Japanese language educators while simultaneously creating new avenues for skill development and global employment for young people in Northeast India. By building a robust pool of trained teachers, the initiative aims to establish a sustainable Japanese language ecosystem, aligning with the broader objectives of India’s Act East Policy.

The Japanese Language Teacher Development Programme – Northeast India was officially launched on Wednesday at the Assam Skill University's City Campus in Birubari, Guwahati. Assam’s Skill, Employment and Entrepreneurship Minister, Biswajit Daimary, inaugurated the programme in the presence of senior officials from ASU, The Japan Foundation, and the Indo-Japan Business Council.

The programme is a collaborative effort, with The Japan Foundation providing expertise in Japanese language teaching and methodology. Assam Skill University will serve as the implementing institution, responsible for delivering the intensive classroom-based course. The Indo-Japan Business Council will facilitate coordination and promote broader India-Japan collaboration throughout the initiative.

Speaking at the inauguration, Minister Biswajit Daimary underscored the importance of language proficiency in opening new avenues. “Language should never be a barrier to education or learning,” Daimary said, adding that “proficiency in Japanese could open new avenues in education, cultural exchange and global employment.” He further described the initiative as a “significant step towards enhancing India-Japan cooperation while creating opportunities for skill development and employment in the Northeast.”

The establishment of the Japanese Language Teacher Development Programme builds upon a growing trajectory of India-Japan cooperation, particularly in skill development and educational exchange. India’s Act East Policy has increasingly focused on enhancing ties with East and Southeast Asian nations, with Japan being a pivotal partner. This policy seeks to boost economic cooperation, cultural exchange, and strategic partnerships in the region.

Assam Skill University itself was established under the Assam Skill University Act passed by the Assam Legislative Assembly in September 2020. The university envisions becoming a leading institution for skill development, integrating skills education with higher education and fostering applied research. It aims to enhance skill levels to boost productivity and global competitiveness for industries in Assam and the Northeast. The university’s City Campus in Birubari, Guwahati, commenced sessions for the academic year 2024-25, with a main campus in Mangaldai expected to be operational from the 2025-2026 academic session. The project is an externally aided initiative, funded 80 per cent by the Asian Development Bank and 20 per cent by the state, with a total budget of Rs 1070 crore.

Previous collaborations between India and Japan in skill development include the Memorandum of Cooperation (MoC) on the Manufacturing Skill Transfer Promotion Programme, signed in 2016 between India’s Ministry of Skill Development and Entrepreneurship (MSDE) and Japan’s Ministry of Economy, Trade and Industry (METI). This led to the establishment of Japan India Institutes of Manufacturing (JIM) and Japanese Endowed Courses (JEC) to train Indian youth in Japanese manufacturing processes. Furthermore, the Technical Intern Training Programme (TITP), initiated in October 2017, facilitates the training of Indian technical interns in Japan, with a high demand for caregivers due to Japan’s aging population.

The Japan Foundation, a key partner in this new programme, has a long-standing role in promoting Japanese language and culture globally. In India, it offers various activities, including language classes, cultural events, and teacher training programmes. The Indo-Japan Business Council (IJBC), founded in 2011, actively promotes collaboration between India and Japan across business, trade, education, and culture, working to broaden participation beyond traditional government and large corporate engagements.

Key details

The Japanese Language Teacher Development Programme is structured as an intensive, classroom-based course. It is designed to be a limited-seat initiative, with a maximum intake of 20 participants. The programme will be conducted at the ASU Interim Campus located inside the ITI Guwahati Campus in Birubari.

The duration of the programme is approximately eight months, with an expected start date of July 1, 2026, and an expected end date of February 28, 2027. Participants will engage in approximately five to six hours of classroom learning daily, supplemented by an equivalent amount of self-study.

The curriculum is comprehensive, focusing on developing both Japanese language skills and fundamental teaching abilities. Participants will acquire foundational to intermediate-level Japanese communication skills, encompassing reading, writing, listening, and speaking. Additionally, the programme will cover classroom Japanese, pronunciation, grammar, vocabulary, practical communication, teaching methodology, lesson planning, classroom presentation, learner engagement, use of teaching materials, basic assessment methods, and student support techniques. Exposure to Japanese culture, etiquette, and discipline is also integrated into the course.

Interested candidates are required to apply through the official application portal provided by the Indo-Japan Business Council (IJBC). The selection process involves screening and shortlisting by the Programme Coordination Team. Selected candidates will be required to complete a refundable performance security deposit of ₹60,000, as per programme guidelines, before proceeding with registration at Assam Skill University.

Following the launch, the programme is set to commence on July 1, 2026, with the first batch of up to 20 participants. The intensive training will continue until February 28, 2027. Upon successful completion, participants are expected to be equipped to teach beginner-level Japanese, thereby expanding the network of Japanese language education across the Northeast.

The Assam Skill University and its partners aim to provide career guidance and linkage support to suitable candidates who successfully complete the programme. While placement is not guaranteed, the initiative seeks to connect trained teachers with opportunities in schools, colleges, universities, training centres, and other Japan-linked educational institutions across the region. This long-term vision includes establishing a sustainable Japanese language ecosystem in Northeast India, fostering continued educational exchange and Japan-linked employability.
