The announcement was initially made on Sunday, May 24, 2026, through a video message from President Sarma, coinciding with the conduct of the UPSC Civil Services Preliminary Examination across the country, including Assam. The scheme falls under AASU’s broader ‘Pratyasha’ initiative, which was launched in 2025.

Initially, the student body indicated that around 25 candidates would receive the aid. However, AASU leaders clarified that if the number of eligible applicants exceeds 25, beneficiaries would be selected based on their family’s economic condition and level of need.

In 2001-02, the student body provided support to a group of candidates for the UPSC Civil Services Examination, with one of them successfully clearing the exam. The current ‘Pratyasha’ initiative, launched in 2025, represents a more elaborate and planned mission to boost Assam’s performance in the UPSC Civil Services Examination.

AASU leaders have repeatedly voiced concerns over the comparatively low success rate of Assamese youth in UPSC exams in recent years. For instance, while 16 candidates from Assam cleared the UPSC Civil Services Examination in 2017, the number dropped to five in 2019, and three in 2025. This trend has prompted the student body to take aggressive measures to motivate more Assamese youths to appear for national-level competitive examinations.

As part of the broader ‘Pratyasha’ initiative, AASU Chief Adviser Samujjal Kumar Bhattacharya had previously announced a programme to train 40 youths from the Northeast, including 26 from Assam and 14 from other Northeastern states, at NEXT IAS, a prominent civil services coaching institute in Delhi. This training programme was scheduled to commence in June. Several prominent educationists, former bureaucrats, and serving officials, including former Dibrugarh University Vice-Chancellor Alok Buragohain and former IAS officers Subhash Chandra Das and HS Das, are associated with this larger initiative.
