The Assam Government has re-announced the Swami Vivekananda Assam Youth Empowerment (SVAYEM) Scheme, offering financial assistance of ₹50,000 each to two lakh educated youths to bolster entrepreneurial activities and enhance production capacity across the state. It aims to generate employment opportunities in both rural and urban areas by facilitating the establishment of new ventures and the growth of existing ones.

Background
The Swami Vivekananda Assam Youth Empowerment (SVAYEM) Scheme was initially announced by the Honourable Finance Minister of Assam in his budget speech on February 7, 2017. The original programme aimed to provide financial support to approximately one lakh youths in Assam to undertake income-generating activities in manufacturing, trading, and service sectors.
However, the initial reach of the scheme was limited, with only around 7,000 beneficiaries receiving support, largely due to a lack of adequate backing from banks. Recognizing these limitations, the Government of Assam subsequently envisioned a “Redesigned Swami Vivekananda Youth Empowerment Yojana” (Re-SVAYEM).
The re-designed version of SVAYEM was officially re-launched by then State Finance Minister Dr. Himanta Biswa Sarma in Golaghat district on January 22, 2021. Prior to this, the government had already re-launched the scheme on September 4, 2020, with a budget of ₹1000 crore, explicitly stating that the funds would be spent without banking linkage to overcome previous hurdles. This re-launch aimed to benefit two lakh youths by providing ₹50,000 as seed money.
The current re-announcement builds on these previous iterations, with updated conditions to ensure wider accessibility and effectiveness, as indicated by the ongoing status on the official Sribhumi portal.
Key details
Under the Re-SVAYEM scheme, each eligible individual will receive financial support of ₹50,000 as seed capital. The scheme also encourages the formation of youth groups. For such groups, each individual member will receive ₹50,000, with a maximum limit of 20 individuals benefiting per group. For instance, a group with five members would be entitled to ₹2.5 lakh, and a group with ten members would receive ₹5 lakh.
To be eligible, an applicant must be a permanent resident of Assam and generally be between 18 and 40 years of age, though some sources indicate the age requirement as simply “above 18 years”. Beneficiaries should possess a minimum educational qualification of at least Class VII or matriculation. There is no income ceiling for receiving assistance under this scheme.
Applicants must have the necessary skills, experience, and knowledge to undertake income-generating activities. Preference will be given to those who have already completed Skill Development Training. Crucially, beneficiaries must not be defaulters of any loan. The scheme specifically targets members of self-help groups (SHGs), joint liability groups (JLGs), and other such groups or federations that have organised themselves for entrepreneurial projects, with some criteria specifying these groups must have been formed before a particular date, such as September 1, 2020 or September 2021.
The scheme supports a wide array of income-generating activities, including manufacturing, processing, service sector ventures, trading, rural transport services (such as auto-rickshaws and e-rickshaws), tourism, shops, repair centres, handicrafts, and cottage industries. Selected beneficiaries are required to undergo a compulsory structured training programme, typically lasting three to five days, conducted by identified agencies like the Indian Institute of Entrepreneurship (IIE). Financial assistance is disbursed in instalments, with the first instalment released after the completion of this training.

The implementation of the Re-SVAYEM scheme is ongoing, with the Assam government focusing on ensuring its benefits reach the targeted two lakh youths. The process involves the registration of eligible groups and individuals, followed by mandatory entrepreneurship training.
Upon successful completion of the training, the initial tranche of financial assistance will be directly deposited into the individual bank accounts of the beneficiaries. Subsequent instalments are contingent on the submission of activity reports to the District Level Committees, which will monitor the progress of the entrepreneurial ventures.
